GM is likely a devil, he usually does a heavy home brew with some pre made added in. However this is RIFTS, so most bets are suspect. And if devil = splugorth, then it would explain the GMs behavior.
On your last poll, I answered based on a campaign or longer series of sessions. One-shots with provided characters are normal; anything longer than a session or two and I would not want to be given a PC.
